I was working at my day job (Digital Marketing for a business launchpad and accelerator) and told my boss about my situation. He was taken aback. He said the hardest part of starting an agency is getting your first clients, which for some reason I had no problem finding. He had no idea while I was messing around trying to make my site as perfect as possible.

To start out there is no point! To begin with your clients will come from referrals and recommendations, your site can be as basic as you like. What is important is your service.
From that service you can get reviews, case studies and recommendations which will be far more valuable to you than a good website.
As long as you are working and getting clients on board, you’re doing well. Don’t worry about having a super modern, responsive, flashy site – start working with clients! You can think about that other stuff later.
